The Minister in China (Johnson) to the Secretary of State

262. Following from American Consul General, Mukden:

“February 22, 10 a.m. Referring to my despatch of December 20. According to confidential information received by my French colleague, a meeting of Japanese officials and military was held here early last week at which the military proposal to establish a monarchy forthwith with Pu Yi as Emperor was adopted but that instructions were received from Tokyo on the 17th counselling delay. It is now planned according to the same information to inaugurate the new state as a republic by the end of the month with Pu as President and later change it into a monarchy.”
