261. Following from American Consul General, Mukden.
“February 20, 6 p.m. According to a report of the Japanese press, preparations for the establishment of the new state are being carried out rapidly and its inauguration will occur at Changchun on March 1st. The report also said that Changchun will be the capital and that work on the buildings for the new government has been started. It is reported Pu Yi will be the President.”
