146. I have just received the following telegram from the Acting Minister of Foreign Affairs:
“In view of the very grave situation that has already developed in Shanghai I have the honor to request Your Excellency to come to Nanking at once. Please favor me with a reply. Lo Wen-kan.”
I propose to leave here for Nanking Sunday evening, January 31st, taking Engert and Murray.
