My Dear Mr. Ambassador: Referring to your note of the nineteenth I should be very glad to consider such a draft as you mention in that note in regard to the Australian matter, with the idea that the draft should be completed promptly. I assume that your Australians have a draft in mind of what they want to accomplish, and that the first draft of the draft will come from you.
