Memorandum by the Chief of the Division of Far Eastern Affairs (Hamilton)

Mr. Suma96 said that the Embassy had received a telegram from the Japanese Foreign Office reporting the representations made by Mr. Dooman to the Japanese Foreign Minister on July 10 in regard to the recent bombings of Chungking. Mr. Suma said that the report received by the Embassy indicated that, even prior to the making by Mr. Dooman of representations, the Japanese Foreign Office had [Page 661] gotten in touch with the Japanese Navy Department in regard to the bombings.
