The Ambassador in Mexico (Clark) to the Secretary of State
[Received 5:12 p.m.]
357. During the course of a personal conversation which I had last night with Señor Montes de Oca the Minister told me that he had reached an agreement with Mr. Thomas W. Lamont for some modification of the agreement of July 25, last, prior to its ratification. He did not reveal the nature of the agreement but stated that it was now awaiting approval by the foreign sections of the International Committee of Bankers on Mexico. He further informed me that the agreement would not be presented to Congress prior to adjournment on December 31st but that the Government had decided to call a special session of Congress in February at which time the modified agreement may be submitted for ratification.24a
