The Chargé in Liberia (Reber) to the Secretary of State

136. Department’s telegram No. 82, September 27, noon. It was thought that joint representation on the subject of sanitation might delay the President’s decision in regard to his request for American aid. Consequently I did not consult with the British Chargé d’Affaires until after the despatch of my telegram number 13310 and then told him of the President’s proposed sanitation program described in my telegram number 130, September 26, 9 p.m.11 We agreed that we might informally discuss with the President the interest which other [Page 434] nations had in the successful outcome of the program, reserving a possible protest until it became evident that the Liberian Government did not intend to carry it out.
