575. My 557, July 11, 3 p.m.84 Following from American Consul at Harbin:

“July 15, 4 p.m. Chinese authorities today incorporated railway’s land department into Chinese land administration and continued [Page 207] discharges Soviet employees. Local Japanese press states Soviet regime has delivered to Chinese Chargé d’Affaires Moscow 15-day ultimatum to restore status quo ante. Am trying confirm this doubtful report.”
