Reference your 1044, November 26, 6 p.m. Regarding your paragraph 1: You are informed, for your discreet use if necessary, that the British Embassy has furnished the Department with a lengthy and detailed statement,26a in rather general terms, of the principles the British Government believes should be followed to effect arrangements with China for the gradual relinquishing of extraterritoriality. The Department is studying these suggestions, and they have been discussed with a member of the British Embassy staff. As yet, however, the Department has not formulated its views in reply, nor has it committed itself either as regards a date to begin discussions or as regards any special plan.
