The Minister in China (MacMurray) to the Secretary of State

1018. Local press today carries article, pertinent portions of which follow:
“Determination to effect the abolition of extraterritoriality on January 1st next was reaffirmed by Dr. C. T. Wang, Monday24 morning, according to Chinese telegraphic advices from Nanking. Touching on the subject of extraterritoriality, the Foreign Minister said that China was the only country in the world where this archaic system prevailed, and that the Chinese report says that the Nanking Government has decided not recognize the rendition agreement which was negotiated by Dr. V. C. [K.] Ting and the foreign consuls in Shanghai in 192625 when General Sun Chuan-fang was at the head of the Kiangsu provincial government.”
