The Ambassador in Germany (Schurman) to the Secretary of State

194. During a visit of Wiley93 to Chief of American Division of Foreign Office on Saturday,94 De Haas suggested that Wiley see Trautmann, [Page 326] Chief Far Eastern Division, who gave him text of note telegraphed by German Government on October 7 to Chinese and Soviet Governments proposing cessation of arrests of their respective nationals and reciprocal release of those already arrested.95 Trautmann expressed the hope that the Department would adopt a friendly attitude toward the project. The support of the American press too he said would be most helpful.
