Memorandum by the Assistant Secretary of State (Johnson)
[Washington,] September 24, 1929.
Mr. Yung Kwai, Counselor and Chargé of the Chinese Legation, called to see me today and referred to my conversation with him of September 17. He stated that he had a reply from his Government which he had translated and which he handed to me, which is attached hereto.89 He said that he was sorry that he could not bring a more favorable response.
