The Minister in China (MacMurray) to the Secretary of State

612. Following from Military Attaché now at Mukden:
“July 21, 3 p.m. Sensational reports of military clashes at terminals Chinese Eastern Railway categorically denied by Chinese officials. They admit minor incident afternoon July 20th at Pogranichnaya in which Russian troops temporarily crossed frontier. Local [Page 233] authorities calm, manifesting no warlike intentions on their part and discounting reports of Russian bellicose intentions. Still no evidence unusual military preparations locally. Young Marshal13 arrived today. I shall remain in Mukden for the present.”
