The Secretary of State to the French Ambassador (Bérenger)

Excellency: I have the honor to acknowledge the receipt of your note of March 16 [15], 1926,41 concerning participation by the United States in the International Conference to meet at Paris on May tenth, next, for the purpose of revising the International Sanitary Convention of 1912, and to inform you in reply that while the representatives of the United States to this Conference have not yet been actually appointed, the American Ambassador at Paris was instructed by cable on March eighteenth41 to advise your Government that they will be Surgeon General Hugh S. Cumming, Senior Surgeon Taliaferro Clark and Surgeon W. W. King, all of the Public Health Service, and that the Counselor of the American Embassy at Paris will [Page 177] also be delegated in case other governments intend to send diplomatic representatives as well as technical ones.42 The Embassy was also instructed to inform your Government that the representatives of the United States at the Conference will be furnished with Full Powers.
