252. Following from consul general, Shanghai:
“June 26, 5 p.m. All Chinese banks and most shops reopened this morning after having been closed since June 1st. Desperate attempt was made late last night by extremists to have agreement to reopen rescinded on account of affair at Canton.99 There is a general appearance of normalcy except in the mill districts and harbor which remain unchanged. Mill strike settlement was deadlocked by an attempt to secure recognition of the labor unions.[”]
