The Secretary of State to the Ambassador in Spain (Moore)

44. Your 46 September 10, 6 p.m. This Government has already submitted two drafts of treaties14 to the Spanish Government, either of which it would seem might serve as a basis for negotiations and it has several times indicated its readiness to proceed with negotiations. Therefore, before making further proposals this Government would like to receive an expression from the Government of Spain regarding the proposals which have already been made and the changes and modifications desired by that Government.

You may again inform the Spanish Government of this Government’s readiness to renew the negotiations and say that this Government would be pleased to receive comment and countersuggestions [Page 691] from the Spanish Government regarding the draft presented by you to the Minister of State in the early part of June 1923.
