The Secretary of State to the Minister in the Dominican Republic (Russell)
Sir: The Department has received your despatch No. 875 of July 12 relative to the consent of the American Government to the issue of [Page 923] bonds by the Dominican Republic under the provisions of the agreement with the Santo Domingo Water, Light and Power Company, and in reply informs you that since the negotiations leading up to the signature of the agreement were carried on with the Department’s consent and the cooperation of its representatives, and as the Department is in accord with the purposes of the same, when the amount of the required payment of bonds by the Dominican Government shall have been determined in the manner prescribed in the agreement, the Department will take such action as may be necessary toward granting its consent to any required increase in the Dominican public debt under the provisions of treaties in force.
