46. Referring to my despatch No. 875, July 12. Expert for valuing property of Santo Domingo Water, Light and Power Company will be here within next 10 days. Upon the completion of report of the expert and the termination of the repairs and improvements, bonds must be ready for delivery to mortgage creditor. If this issue of bonds is to be part of the remainder of the ten million authorized by Department in 1922,16 what formalities are required with the Provisional Government as negotiating issue with the bankers? Important that this matter be taken up at once.
