The Minister in Costa Rica (Davis) to the Secretary of State

61. Department’s instruction number 91, August 22nd. Minister for Foreign Affairs after a consultation with members of Congress agrees to Department’s suggestion for ratification of Extradition Convention and exchange of notes. Chairman of the Committee on Foreign Affairs maintains that convention as ratified by Costa Rican Congress and approved by the President cannot be resubmitted under the rules of Costa Rican Congress and advises signing a new convention. I have urged resubmission. Minister for Foreign Affairs will leave for vacation very soon and has expressed a desire to submit convention before leaving and while Congress is in extra session; also desires notes exchanged here if possible. Respectfully request cable instructions and information about procedure to be followed in ratification and exchange of notes also full power in case of necessity of signing another convention.
