The President of the Technical Board (Stevens) to the Secretary of State

Your October 27, 4 p.m. through Peking. Final meeting this day abolished Technical Board and all matters will be completed as soon as possible. Since October 15th we have had no direct communication with Vladivostok which is delaying settlement of details. Inter-Allied committee dissolved itself October 24th. Copy furnished Peking.
