The Acting Secretary of State to the Ambassador in Japan (Warren)

129. Your 176, October 25, noon and 172, October 17, 2 p.m.

You may inform Foreign Office that this Government concurs in points 1 and 2 of the instructions to the Japanese representative on the Technical Board and in the proposed distribution of copies of the minutes and of other papers so far as it may be important and practicable to furnish these latter. This Government believes that point 4 should be made a subject of further discussion and proposes to submit observations on the matter through you within the near future.

You should also say to the Foreign Office that the Department regrets that, in view of the brief interim, which remained it was not practicable to communicate to the other Powers the suggestions of [Page 928] the Japanese Government. If it is deemed still desirable that this be done the simplest procedure would seem to be for the Japanese Government to make this communication itself. It is at liberty in doing so to advise the other Powers of the attitude of the American Government as stated above.

Repeat first [second] paragraph of this telegram to Stevens for his information and guidance.
