The President of the Technical Board (Stevens) to the Secretary of State

In regard to the instructions forwarded to Japanese representative Technical Board by the Japanese Minister for Foreign Affairs13 points 1 and 2 all right. Point 3 all right so far as minutes of the [Page 925] proceedings are concerned but as to other papers no, too indefinite, impossible. Point 4 seems wrong as it was always understood expenditure Allied funds was to be a charge against future Russian Government. I hear that Inter-Allied Railway Committee held its final meeting on October 24th and dissolved itself and subcommittees. I am awaiting instructions from the Department as to the Technical Board.
