Consul at Vladivostok who is acting as American representative on the Inter-Allied Committee should also be kept informed of the progress of liquidation and should be instructed to keep in close touch with Stevens in that connection.
Ask Stevens to telegraph the Department brief comment on the Japanese memorandum and instructions particularly point 4 of the latter concerning proposal to withhold payment of military transportation accounts.
