Your 205, August 21, 3 p.m.82 Assertion of China’s unique interest in railway as located on Chinese territory, claim that agreement of Chinese Government with Russo-Asiatic Bank determines present status of the railway, insistence on right of China exclusive of all other nations to administer railway till Russia is recognized and negotiations with Russia when recognized for final settlement of the matter. Demand dissolution of Technical Board as soon as Japanese forces withdraw from Siberia.
