The President of the Technical Board (Stevens) to the Secretary of State

Fifteen thousand Chinese forces supposed to guard railway mutinied at one of the railway stations, killed commanders, looted station [Page 911] and town, moved to another station, destroyed telegraph, stopping traffic. On request Chinese military commander does nothing. Mutineers are now loose in the hills without money or food but with arms and ammunition and further serious trouble will take place. Chinese forces continually beat up and rob railway employees and nothing can be done to prevent. Apparently no consideration is given by the Department to my telegram of June 30, 2 p.m. Copy furnished Peking.
