You may within your discretion point out to the Chinese authorities informally how prejudicial to China’s interests and her relations with other Powers is the continuance of the situation in the railway zone to which the Technical Board calls attention. Refer Department’s No. 340, December 24, 3 p.m., and No. 22, February 3, 7 p.m., and your No. 118, March 25, 1 p.m., especially paragraph 1 C of the last.

Refer to these telegrams also in connection with your No. 291, July 1, 1 p.m., especially paragraph 2 D 4th of your No. 118. Have you ascertained real purchaser of bonds and terms of mortgage?
