The President of the Technical Board (Stevens) to the Secretary of State

Technical Board resolves that by reason of absolute inefficiency of the Chinese forces guarding Chinese Eastern resulting in destruction of property, harassing and killing employees by bandits, [Page 901] each representative shall so advise his Government and ask immediate steps be taken to provide proper guard.
