7. Department’s telegram no. 340 of December 24, 1921, 3 p.m. Confidentially inform the British Minister regarding tentative plan outlined in that telegram for the temporary conservation of the Chinese Eastern. Secure from him such cooperation as you may think best for the purpose of winning for the plan its acceptance by the leaders in the present Chinese Government. Important concessions to China are embodied in the proposal outlined which under the circumstances in the opinion of the Department represents an arrangement as favorable as China reasonably can expect. The Department is informing the British delegation here regarding the plan and it is expected that in due course your British colleague will receive instructions.
