Your 469, December 27, 6 p.m., and Department’s 340, December 24, 3 p.m. Take suitable occasion to impress upon Chinese officials the questionable validity of any agreements on the subject concluded with the Soviet Government, the impossibility of obtaining the assent of Powers to any attempt to nullify the 1896 treaty, and other complications which would be likely to ensue with Powers having an interest in the Chinese Eastern Railway and later with a rehabilitated Russia.
