Your no. 299, December 28, 4 p.m. It is the opinion of Mr. Barnes Moss that he will have the situation well in hand with the new Cabinet and therefore that it would serve no good purpose to send a note of that kind at present. I shall not present the note before it seems necessary unless I am instructed otherwise. Have mailed to Tokyo a copy of this telegram.
