114. Your telegram No. 114 of March 24, 5 p.m. Some time ago the Department communicated to Mr. Schwerin, who has been ill, the substance of that telegram. With his engineers he is in New York conducting negotiations for traffic agreements and arranging other matters which are necessary incidental to the carrying out of the contract of the Federal Telegraph Company. Exact information will be cabled to you as soon as the Department can obtain it from Mr. Schwerin.
