My number 43, February 10, 11 a.m. Representative of Ministry of Communications reports that information received by Ministry from Moss15 indicates arrangements made by Federal Company to [Page 848] secure loan from bankers of two and one-half million gold. Ministry urges that construction of Shanghai station be carried out first as this sum is ample for this purpose and that beginning of work operation hastened as Japanese wireless station near [Peking?] nearly completed and will be operating in April.
