The Secretary of State to the Minister in China (Schurman)
4. With reference to your telegram of January 6, no. 5, you are informed that the American Government will not assent to the setting up in China by foreign private companies or by foreign powers of any arrangement which will impose either a cable, radio or telegraph monopoly upon China. As far as Chinese communications are concerned any understanding arrived at will only be reached after the fullest consultation with the Chinese Government representatives, This Government maintains its previous attitude toward the Federal Telegraph Company’s contract and it is expected by the Department that the Federal Telegraph Company’s understanding with the Chinese Government will be possible of execution by the company.
