364. Your 209, September 1, 5 p.m. Legation has repeatedly brought this situation to the attention of the Foreign Office, Ministry of Finance and Ministry of Communication[s]. Payments continue to be made fairly regularly on 14,000,000 treasury notes,74 consolidated internal loans, and now on 96,000,000 while Government is indifferent to defaulted foreign obligations.
