The Minister in China (Schurman) to the Secretary of State

233. My 230 May 23, 8 p.m. My British, French, and Japanese colleagues have agreed that if they are approached by the Chinese Government regarding loan they will adopt the attitude that the proposal cannot be entertained in the present state of affairs; that when, however, a government has been formed which, in their opinion, affords a prospect of stability and is able to give satisfactory assurances for unification they will be prepared to recommend some scheme for financial assistance to the consideration of their Governments.
