What interpretation does the Legation place on the statement “previous discussions should be entirely canceled and the matter ended”? Is the Department to understand that the Minister of Marine means that the “discussions” are ended or that the contract, in the opinion of the Minister of Marine, has in any way lapsed or been abrogated? Your further comment on the attitude of the Minister of Marine regarding this point is desired by the Department.
