53. Department’s telegram of June 29, 3 p.m. to London. Have received a note from the Belgian Government stating that it is disposed to take the steps mentioned in article 2 of the amended resolution prohibiting sale of arms and munition[s] to China and that in fear of such, measures have already been applied in Belgium since the diplomatic agreement signed at Peking to this end in 1919. The note further states that arms are being sent to China in the ships of one of the countries signing the agreement of 1919 and that while this continues Belgium’s adherence to the agreement would be to the injury of an old and important Belgian industry and to the advantage of another nation. It expresses the hope that the Government of the United States may succeed in getting all nations to agree in this matter and to abide by the agreement and in that case promised Belgium’s hearty cooperation.
