The Ambassador in Japan (Warren) to the Secretary of State

120. Department’s telegram 68 of June 29.72 American Government’s proposal accepted by Japan. Formal approval to amended resolution has been given by the Japanese Government on condition that the other Governments which participated in the Washington Conference give similar approval. It is the desire of the Japanese Government that as provided by the fourth clause of the resolution the American Government invite other powers which have treaty relations with China to adhere. It is the especial wish of the Japanese Government that the adherence of Germany be invited as it is the opinion of the Japanese Government that there will be a very close relation between German participation and an effective execution of the resolution.

Certified copy of Japanese note approving the resolution is being mailed.73
