The Acting Secretary of State to the Ambassador in Italy (Child)

23. Your despatch No. 192, January 30.

You will ask the Italian Government whether it will not now abandon its reservation to the arms declaration of May 5, 1919, in view of the disastrous effect which the maintenance of such a reservation [Page 728] and the consequent further delivery of munitions to contending factions in China may have.
