The Secretary of State to the Minister in China (Schurman)

153. Japanese Chargé d’Affaires in a public address recently delivered at Baltimore referred to the withdrawal of the Japanese troops from Hankow, and stated that the Japanese Government “hopes that all the other foreign troops stationed in Peking and other places according to the protocol signed after the Boxer rebellion of 190054 will also be withdrawn as soon as order is restored in China. The Japanese Minister at Peking has already been instructed [Page 721] to take up this matter with the representatives of the Powers there”.

The Department desires information as to whether you or your interested colleagues have been approached on this matter by the Japanese Minister.
