167. My 164 paragraph 5. Counsellor Japanese Legation called afternoon 24th and expressed gratification at conferences held here and in British Legation of which he had sent report to Tokyo. His Government instructed him to state to me and other conferees its policy was one of no interference coupled with such free and frank exchange of views and concerted action.
