128. Following telegram has been received from Harbin:

March 30, 5 p.m. Fifty-two cars Fengtien troops from railway zone will leave Harbin today at 6:10 p.m. for Changchun. Expected 15 or 20 additional troop trains will be sent south within next two weeks. Rumored in Harbin over-issue bank Three Provinces notes will be made finance campaign.
