You should render all appropriate assistance to American Oil Companies and in case of competition between them be strictly impartial.

Department advised by Sinclair Company of possible loan in connection with concession and has indicated its desire to be kept informed by them of developments.8 This is in line with Department’s policy of wishing to receive from American bankers pertinent information regarding foreign loan negotiations in order to have the opportunity to indicate whether objection is perceived thereto. For your confidential information, Department’s attitude toward proposed loan would depend to a considerable extent upon whether for productive purposes. You may informally tell Sinclair representative that you presume his company will keep Department fully advised of pertinent facts regarding loan as well as concession.
