The Acting Secretary of State to Diplomatic and Consular Officers
At request of Secretary of Treasury, send following notice by mail or otherwise to all persons and companies your district owning or operating vessels touching at ports of the United States or any of its possessions, and to masters of such vessels, and give wide publicity to it both in English and in the language of your district.
“The provisions of the National Prohibition Act are applicable to United States vessels leaving foreign ports after October 21st, and to foreign vessels leaving foreign ports after that date on coming within the territorial waters of the United States. All sales of beverage liquors on United States vessels anywhere, and on foreign vessels within the territorial waters of the United States, are unlawful after October 7th. This notice does not apply to foreign vessels passing through the Panama Canal and not touching any other port under the jurisdiction of the United States.
