The Federal Prohibition Commissioner (Haynes) to the Secretary of State

Washington, July 7, 1922.

My Dear Sir: Permit me to convey to you a copy of a letter just received from the Hon. James Hales, Chairman of the Board of [Page 564] License Commissioners for Ontario, Canada, which is self-explanatory. It is a matter of very deep regret to me that the legislation referred to in this letter could not be secured from the Canadian Government. However, it is a source of gratification to know that you have done your utmost to bring about the results so much desired.

Let me thank you most heartily for the cooperation you have given me in my effort to comply with the request of Mr. Hales.

Toronto, July 4, 1922.

Dear Sir: I yesterday received your telegram which reads as follows: “Word received today that the Secretary of State has conveyed desired request through British Embassy. Confidential.”

Unfortunately, the Session of Parliament had closed several days previously, so that it will be impossible to obtain the desired legislation this year. I am disappointed about this, for the proposed legislation would greatly assist in preventing the smuggling of liquors into your country.
