23. Department’s telegram 12, February 6, 5 p.m. Following is translation of text of Supreme Resolution recognizing waiver of All America Cables:
“Lima, March 15, 1922. In view of request number nine of the All America Cables; in accordance, in part, with the report of the Director General of Posts and Telegraphs; considering: that unquestionably it is advantageous for the Republic to facilitate the immediate application of the renunciation of the privilege to which the request refers, and which has been reciprocally stipulated with the Western Telegraph Company, Limited, under the auspices of the Department of State in Washington; it is resolved: The renunciation which the All America Cables, successors of the Central and South America Telegraph Company, makes in favor of North American or British Cable companies of the privilege which it holds in conformity with clause three of the contract of February 28th, 1905, for the installation, connection, and exploitation of submarine cables to the north [of] Callao, is accepted on the part of the Government of Peru.
