8. Referring to the Department’s number 2, February 4, 7 p.m.44 Western Telegraph Company today presented to the Uruguayan Minister of Industry a communication embodying resolution of London company, also handing me copy as arranged. I am to be informed of the Government’s reply and shall telegraph answer at once; meanwhile, I am in close touch with the manager of the All America Cables.
