The Secretary of State to the High Commissioner in Haiti (J. H. Russell)

Sir: With further reference to the Department’s instructions of October 30 and November 8, 1922, regarding the boundary between Haiti and the Dominican Republic, there is transmitted herewith, for your information, a copy of a despatch from the American Minister in Santo Domingo enclosing a translation of the reply of the Minister of Foreign Affairs of that country to the Minister’s note of November 15th.78

With reference to the second paragraph of Mr. Russell’s despatch, you are requested to communicate the note of the Dominican Minister of Foreign Affairs to the Haitian Government, with a request for a statement from the Haitian Government that it will respect the provisional boundary line laid down in 1912, without prejudice to any rights which either party may claim in the eventual settlement, until such time as a permanent settlement of the boundary question can be effected. You are requested to transmit copies of the Haitian Government’s reply to the Department and also to the American Legation at Santo Domingo.
