Negotiations here in matter of Chinese Eastern more hopeful than at any time. The Department appreciates your long service of more than three years and suggests that if you can conveniently arrange [Page 712] it and feel it will not jeopardize the successful outcome of our present plan, that you come to Washington for a conference some time in the late Autumn. You should announce that you are leaving Harbin temporarily for a conference with the Secretary of State. If you approve, it is felt that Colonel Johnson can be left in charge during your absence.
