Your 336, November 16, 7 p.m. British Chargé d’Affaires in receipt of text mentioned your 336, November 16, 7 p.m. but British, French and Japanese Legations without instructions to communicate to Chinese Government approval of consortium, therefore unable to take action. As I assume that Department desires me to act only in concert with my colleagues I shall delay any action pending [Page 597] further instructions which I suggest should detail form of approval to communicate.
